Tooling configuration: responsibilities, supported exports and extension points.

## Purpose [#purpose]

This package holds shared TypeScript and Oxlint configuration, including the client/server import boundary. It has no runtime API and no package exports map. Consumers reference configuration files.

## Public exports [#public-exports]

This package has no public `exports` map. Use its documented configuration files or root workspace scripts.

These paths come from `packages/config/package.json`. A `.` entry is the package root. Conditional targets distinguish platform or type resolution; consumers should import the subpath, not its source file.

## How to extend [#how-to-extend]

Change a shared rule only after checking web, native and UI consumers. Keep nested boundary configs active. A lint exception needs a concrete framework or domain reason.
